Did you previously attempt CSA? If yes, then you will have to pay the fees to take it.

This is an ongoing issue with ServiceNow and this is being looked upon by concerned team. Kindly wait for some time. As per ServiceNow Announcement, there is no need to raise support case on nowLearning.
