Why are Pre-Quebec Questions on Current Exams

Yesterday, I took the CIS-ITSM exam for the first time. A lot of the questions were a lot more technical and specific than I was expecting, but what really got my goat was one question that stook out to me like a sore thumb.
It asked me what the behavior of a certain module was BEFORE the Quebec release.
The Quebec release came out in Q1 2021; over four years ago now.
Why would a CIS exam ask me about ServiceNow behavior from over four years ago? Shouldn't the exam be focused on understanding and focusing on what ServiceNow is able to do now as opposed to before?
Could someone please explain the reasoning behind a question like that?

I believe that some questions might be even older than 2021 as the ITSM is not being changed that significantly...
Can you tell me, what was the question about or what surprised you? I don't know the context...

Going from memory, the question was along the lines of:
"Prior to the Quebec release, when you clicked on the module Change -> Create New, where did it take you?"
Answer choices included things like "Change Form" and "Change Landing Page" among others. I have no idea if my answer for that was right or not. But I found it extremely strange that the CIS-ITSM exam would even ask a question about something that old! On top of that, another question in the exam was asking where clicking Change -> Create New took you too after the Quebec release.
This all seemed fairly ancient and made me question if the learning materials from the current ITSM Essentials and Fundamentals courses were being properly represented in the exam I took.

Even i cleared CIS- ITSM recently and i can see that this exam is not chnaged since long and questions are from previous releases. May be SN learning team now should ypdate the questions.

Based on my research for the answer about Quebec
Before Quebec: When you clicked on Change > Create New, the system would display the Change Form directly.
After Quebec: ServiceNow introduced a different workflow that presents other options or interfaces before reaching the change form. The best answer appears to be Change Interceptor.
In the course materials, I only found references in the eBook "How can changes be initiated?" which explains the new version and Change Interceptor. This resource describes different processes and creation methods (primarily using forms).
I'm still unclear about the exact differences between Change Form and Change Interceptor before and after Quebec.
Can someone provide more explanation or clarification?
Or could I get more specific information about the changes before and after Quebec?
Note: I believe many exam questions focus on the Quebec version, but I'm not sure where to find this information.
