client just upgraded to washington - save draft button is missing for some catalog/incident forms

Client just upgraded to washington - save draft button is missing for many catalog/incident items on the portal. Anyone have a clue why this would be the case? I am continuing to investigate but thought I would ask here incase anyone knows the answer. The button has errors in it self that its not working when you press it which is what im really investigating (but that is not my main ask here).

@Mark Manders Hi Yes, basically because of customisation of the page the widget/page doesnt show the save draft config. either would have to go back to ootb or edit customisation to include saved draft requests.
