Dev Instance in Upgrading state from last 5 hours and seems it got stuck.

we are unable to to do anything, can you please fix it at the earlist.

No, it take 4-8 hrs so dont worry , have patience mate @mkasturi999

An upgrade taking 5 hours on a Client Dev instance is completely normal and often requires several hours depending on the size of the database, customized configurations, and the number of plugins being applied. However you can follow following steps:

1. Please closely work with your Servicenow vendor  for the assistance or latest update. 

2. Keep tracking the active Change Request via the Now Support Portal. The ServiceNow technical support engineers have internal node tools (like stats.do backend overrides) to check the progress.
