Error Message of business rule being skipped is popping up when the oob business rule is duplicated

Hi Team,
I have copied the OOB business rule "Update Child Incident" and created a new Business rule"Update Child Incident Duplicate " with the same script and deactivated the OOB one, everything is working fine but when the Duplicate BR is active it is throwing error message skipping BR for another business rule which is not coming when the OOB business rule is active even though both the scripts have same code and the business rule is skipping when either of the BR is active.
Kindly let me know why the error message of business rule being skipped is coming when the duplicate br is active

please debug business rule in details and check.
