How to Request a new Sub-Production Instance for the Production Instance up-gradation Process?

We are planning to migrate from Kingston to London. We currently have 3 Instances Dev, Test and Prod. Dev and Test have some ongoing activities. So we need to request a new sub-production instance to test the up-gradation activities. Needed help on how to request a new sub-production instance
