You will face this issue sometimes, you can try again. Check like if you request the instance for upgrade if it is upgrading it will take some time. If instance upgrading after upgrade you will get mail.

If you are requesting new instance ,sometime it may take more time but after some time you will get PDI. Try again after some time again if it get issue .

Yes, these days it’s a very common issue that the new version of the PDI places users on a waiting list for new instance requests. What I recommend is requesting a lower version first and then upgrading it to the latest version.
The latest version upgrade can take 3–5 days, which isn’t always a practical option, so starting with a lower version and upgrading later is usually the better approach.
