your ServiceNow account can be a personal or a work one.
When it's your personal, there's nothing as learning credit (LC). If your account is related to a company that is a ServiceNow partner, then based on their contracts they are given the learning credits.
So as an individual you cannot get the LCs yourself, it's when you work for a company that has an agreement with ServiceNow then they are given a pool of the LC and can provide them to their employees.
Companies can also Purchase Learning Credits.
but if you understand it as credit that somebody can give it to you to have it for free, then it's not like that.
