Can we get Micro Certification without getting mainline Certification?

Yes this is possible for Micro Certifications until unless there is a prerequisite required. You can find out on NowLearning if there is any prerequisite for any certification in general!

by default, it won’t allow to start a course if you don’t have all prerequisite cleared.

Yes, Micro certs have no linkage with the mainline, and micro certs are mainly for small topics. You can do these training and labs and appear for the exam, and then you will get the certificate.
