I have make few changes in UI builder and captured in update set, After those changes update set i moved to test instance but changes not reflecting in UI builder in test instance.
Test instance version is different? is this reason not reflecting the changes?

What do you mean by 'version is different'? Do you have updates on DEV that aren't moved to TEST yet? Or have you already upgraded DEV to a newer family release and is TEST still on the old one? If it's the latter, that could very well be the cause (assuming you did commit the update set, of course, just to mention the most common made mistake).
And are you all of your changes were in that update set?

Updates are captured in update set in dev instance and I moved those changes to test instance and commit the update set but changes are not reflecting.
yes, All changes are in update set.
yes Dev is already updated with newer family release , But test instance is old one.

I would try it again after both are on the same version. I have seen flows completely break after moving them from a newer family release to an older one. It wouldn't surprise me it the same goes for UI builder.
