As per the screenshot, your instance is waking up—please wait. Please remember, there is no support for PDI, which means if it doesn’t wake up soon, waiting is the only option.

You will get an email when your new PDI is ready. It takes a while to set up. Be on lookout for emails from ServiceNow Development Program.
