Unable to install GRC: Continuous Authorization and Monitoring 23.0.3 in PDI

I am unable to install GRC: Continuous Authorization and Monitoring 23.0.3 in PDI because it won't allow a dependency (Recommendation template) to be installed.  Anyone find a workaround.  I was able to install previous version for testing and need this to compare OOTB to our instance before an upgrade.

We can’t install this in the PDI if it has a dependency that is unavailable in the PDI.

Clarify the dependency limitationAdd a next-step recommendation
