To enable navigate to your user profile by clicking on your avatar in the top right corner, select Preferences, then go to the Accessibility tab, and check the option labeled Show help tips on forms.

>> If you're an administrator and wish to set this preference for all users, you can do so by:

Navigating to User Administration > User Preferences.

Searching for the record with the name glide.ui.accessibility.accessible.tooltips that has no user specified.

Setting the value to true to enable help tips by default for all users.
