How to setup Knowledge Management setup; flow is draft to one group (where all group approvals required to proceed) followed by approval required second group (all group members) followed by Publish; then comes Retire request based on approval from the 1st group.
With my current flow, it is not proceeding to approval needed from second group; instead just leads to Publish stage with Roll off icon populating instead of proceeding (if all approvals are completed).

Hi
Can you help me understand how have you built your current workflow like how are you trying to generate First Group Approval in your workflow?
I can assist you based on the info you share, also do share the screenshot of your current Workflow or Flow built.
Reason being, Group Approval activity is not available for Knowledge Table as Group Approval activity is only available for Tables which comes from Task Table and Knowledge is not extended from Task.
Look at the ServiceNow Link below which confirms this, so Group Approval activity cannot be used here. What you can do as an alternative is which ever group you need Approval to be generated you can add all those members in Approval User activity itself.
Please follow the steps below to achieve your requirement using Approval User activity in a Workflow:
1) Create a new Workflow on Knowledge Table as shown below:
Above is a sample Workflow which should get you started . Let me know where you are stuck and can assist you.
Make sure to attach this new Workflow in the Knowledge Base for Publish as shown below for example:
