Make SP header login button an immediate SSO redirect

I know I can set the portal to automatically redirect SSO, but I see that other organizations have a public service portal where the login option in the upper header takes you directly to their SSO. But I can't figure out where I'd change this?

 

Right now, our login button opens a pop-up to login directly to ServiceNow, then requires them to click use external login, then to enter a username, and then they finally get to SSO. How to do I make this the more elegant system of click login->SSO?

 

I've been combing through the SP and Login pages and the Header Menu and Login widgets, but I can't seem to figure out where to do this
