You can create new ACL (Operation is report view)and give role to user which is user already having. then it will work.

Thank you Deepankar, I created new ACL and assigned new role. Its working. user can access report.

Right Deepankar. Now I can see many ACL with operation report_view Which ACL I should inactive?

In PROD and DEV ACL-> searched for Report_view Got 4 report_view ACL (create/delete/read/write) In both instance(PROD and DEV) 4 ACL are active. Getting error only in PROD.
