One of the OOB flows, CHANGE - STANDARD - PROPOSAL, is inactive and I do not see a way to make it active. For testing, I copied it and was able to activate the copy... but that will not update properly with upgrades. How do I fix this?

So you deactivated OOTB flow and are unable to activate it again?
If yes then this is expected behavior
Check this KB which talks about same. You need to raise case with ServiceNow
Activating OOB flow after Deactivating is not possible.

No, we never deactivated it. Our CM was so customized, we never triggered any OOB flows and just the old workflow.
So it was never deactivated... and yet there it is deactivated. We have never used the standard change at all, let alone the standard change proposal process.

If you are correct, the only option then is to copy and activate the copy... which is lame. Did you try a fix script to edit it directly?
