Change Request with no implementation

Sometimes we have Change requests, CR's, that end up not having an implementation.  But we did several CTASKs on the CR for the change.  Is there a way to close out a change with Complete without implementation?  can that be as simple as adding another state called "Complete without Implementation"?  So the state of the CR would go from New to the new state (instead of cancelling).  I guess this would be a workflow change?

Appreciate any help or direction.

Hello @clacroix 

Apart from modifying the dropdown for state field, you will also need to define "State transitions", "State Transition conditions" and for the workflow - I think you can add some things here and there - if needed. But I feel it work with just above things added. 

What else you will need to modify is when the state is changed to this what field values you want to alter - so you cns use a BR for this to work consistently .

How do we get the new state to show up in the state dropdown field?
