Change the divider line on Populir items

Hi I am trying to change the color and style for the Popular items (see image) any ideas on how can I make this?

Can you add more details. Is it on native UI (or) Is it on portal ?

Hi sumanth it is portal, the employee center portal, I am trying to add more color to it
