Complete stage is skipped but stage was showing as completed

i had created a flow for catalog item. And the main thing i had used "Do the following in parallel" for creating a two catalog tasks at a time. All the stages are worked perfectly and also i checked the flow context the evaluation seems to be completed. But the complete stage was showing as skipped.

Above one is the flow.

i will provide the RITM details  and stages also

In my example the step before already has "wait for completion", even then I am seeing the flow stage as Completed (skipped).
