Continual Improvement Management Values

In the Continual Improvement Management Module, there is a "base value" field and a "target value" field for a KPI.  In addition, when you select PA as the "Success measurement method", an addition field, "Percentage Improvement" is also visible on the form.  Despite "Percentage Improvement" being visible on the form for a "Success measurement method" of PA, it seems to be a field which you can find in the audit table as well for some other Success measurement methods.  Its calculation is made using the "base value" and "target value" fields value at the time of the initiative is created and does not "recalculate" upon the completion on an initiative. 

 

What I am looking to do is to determine the Improvement Initiative Success Rate, which implies that you need a starting point and an ending point to measure against.  For the starting point, there is the "base value" field.  For the ending point, what is used?  It would seem there should be an "actual value" that would be available when the initiative is completed (in the Review state).  I am not able to find an "actual value" field in ServiceNow, for this Module.
