Create change every second Tuesday of the month

I want to create a standard Change every second Tuesday of the month and it will end after 5 days. Is there any way to add this type of condition in flow designer

With Assumption that you have already standard change temple in place, I will suggest -

you should use a Scheduled Job (Scripted) to generate the change and a Flow Designer flow or another Scheduled Job to close it.
