Create major incident directly in workspaces

Hi Everyone,
In servicenow instance, there is a menu option called 'Create Major Incident'.
After clicking this button, it will redirect to a new record of major incident
Similar1y, I want this functionality in CSM workspace and SOW workspace. Currently, the new button creates only normal incident in workspace.
Even if I do declarative list action, I cannot restrict to only major incident. As we all know major incident is also an incident.
Either I need a 'create major incident' option in the menu of workspace or I need a button called 'create major incident' that creates new major incident record. The button should be visible in the major incident section of the workspace.
Please help me in figuring out the solution. Thank you in advance!

Navigate to sys_ux_list.LIST
Make sure major incident state field is updated in the all list conditions

But the list already has the condition. It did not work. If we click on 'NEW' button in the list, it creates only normal incident. I wanted to create a new incident record that directly has major incident state as accepted in workspaces
