Disable Auto-selects the highest predicted intent

Hello Everyone,

My customer has a requirement where they never want NLU model to auto select an Intent and trigger a flow based on that and reason being they don't want an incorrect topic to get triggered. Rather they want NLU should always recommend them topics and Knowledge articles based on what user has entered in the chat window.

Does anyone know if this can be achieved.
