Flow Designer Stages for Closing Requests

I'm looking for best practice guidance on the proper way to handle stages for Requested Items in Flow Designer. I've noticed if developers create their own stages such as 'Closed' or 'Closed Complete', etc this results in a table full of 'custom' stages. And if the out of box stage of "Closed" is not used the REQ will not close properly. 

 
Do we instruct our developers to change their flows and pull in the Flow Stages Template 'Requested Item'? Should we customize the business rule that looks for the RITM to be at a specific stage, and instead adjust it for state or active is false? I know if we go down this rabbit hole there are more issues we'll run into.  
 
Has anyone else experience this? If so, what is the best solution?
