Help explain option Everyone to approve for Wait For field Activity Approval HRLE when reject

I don't understand what happens if one person rejects. Can you explain it to me?

For example: 

- I created the "Approval" Activity in Activity Set of HR Lifecycle Event Case:

- Then I setting "Approval" Activity as below, with Approvers are 3 users

- As the document said "If one person rejects, the Assigned to person receives a message with a link to select a substitute approver." But when rejected, no message display, even if I impersionate "Assigned to"

- I tried select option "Allow resubmit of approvals" but only the message with a link to resubmit approval requests display, and I can not find " a message with a link to select a substitute approver.'
