How to create save as draft for change request ?

Can anyone provide steps for creating save as draft ui action for change

Unless you've made customizations, you shouldn't need a separate UI Action for that. If you save a Change Request before you submit it, it just stays in the New state.

Will it not show the change to other users if the change is in New State.

Yes, it will. If you want to hide it, you'll have to make an ACL change.
