If you are on a list view, select the records you want to add to the update set and press the Add To Update Set from the dropdown in the upper right corner:

can you elaborate on this? I wanted to do it but it was not available so I was thinking it was due to my scoped app but now I don't see it for Incidents in Global scope... is it relevant to some special view (my is Default)? or anything else? Do you know?

but why?

Table records is part of config and you can always export, import the records via XML to next instance.
