How to remove Request automatically approved for total price <= $1000 from Reqeust

Whenever I create a new request for service catalog automatically it's updating the work notes . Is there a way to deactivate this.  I have already tried to deactivate rule under system policy but it's not working.

I think it is using  OOB workflow called "Service Catalog Request". you can make comment in that.

it comes from the OOTB workflow "Service Catalog Request" on sc_request table.

You will have to update this OOTB workflow.
