How to set the recipient for the [Subscribable] in notification

If I have only Subscribable checked in 【Who will receive】 and no user set, and a notification is triggered when I insert the record, where do I set the recipient, or what do I need to do？

To add the recipient click on that lock button to select the particular group or user.
