Is this some new subscription from ServiceNow? In the past I used to generate test cases using ATF test generator.

Please use ATF (Automated Test Framework).
Go to Test Management >Test Sets

I think you are confusing things here - Test Management > Test Sets is not a subset of ATF.
It is in Test Management 2.0 which is the manual process for executing testing.
