Need to move multiple standard proposals in to other higher env and approval needs to trigger there

I have multiple standard change templates that I created in dev environment and I wanted to move to those templates to prod/other higher environments but I wanted the approvals to get created in prod/other higher environmnets and once approved only it should create template.

I verified multiple situations like Once I propose a  template and approved then only it is capturing in update sets and I can move to other environments but the problem is that in other environmnets it will create templates but I wanted to check is there any way that I can get only proposals through update sets and approvals can be trigger in the other environmnet.

As far as my knowledge goes You can directly do this in Production as approval is in place so I don't think it will be a risky activity to perform. Secondly you can propose template and take XML of it and move to Production and in Production you can open templates one by one and request for approval simple no ?
