Hi @BathalaS,
from the screenshot it's not visible at what step you are trying to open a new conversation.
For my (PDI) the new chat icon is greyed out when the promoted topics are available:
But after selecting any value I either can end current or start new conversation:
I would check the fallback option in your VA configurations but it's really impossible to tell without visbility to your VA and how it is set up...

How about starting a new conversation once it is ended? Your previous data still helps you to continue the conversation according to your requirement.
