Published reports Not accessible through Links

There is an issue that when user clicks on published report URL then below message comes.

But when user open ServiceNow page first and then paste the report URL in separate tab, then report is accessible. Why is this happening

By directly clicking on the link, the user is not able to access but when the user logins to servicenow and then paste the link then able to access

reports are meant to be shown on dashboard and users will then see data for that report

which link are you giving them?

Is it this one? If yes then it won't work, they need to have report related role
