When we fill the details like Caller, Short description,Assigned to , etc then the state on the incident form changes to In Progress from New , where do this default floe exist ? If anyone knows please drop the answer

Go to the Incident table (incident) in Studio or Application Navigator.
Check for Business Rules with names like Set Incident State or Auto State Change.
Look under State Models if your instance supports it.
Review Client Scripts tied to the Incident form.
