One of my customer's ServiceNow access-token authentication API works successfully in Postman when the grant_type is set to "password". However, when an incorrect password is entered multiple times and then changed back to the correct password, the API continues to return a 401 Unauthorized error in Postman.
After waiting approximately 15–30 minutes, sending the same request again from Postman works successfully.
whether this is expected behavior from ServiceNow, possibly due to temporary account or authentication lockout/rate-limiting. Please provide me update on this.

may be that user is getting locked out due to incorrect password attempts, check property "glide.user.max_unlock_attempts"
May be after sometime the user is getting unblocked due to some OOTB logic and hence it works next time with correct password, check property "glide.user.unlock_timeout_in_mins"
this looks to be OOTB behavior, check below docs
Specify lockout for failed login attempts
