Using Granular Delegation for excluding approvals for a specific catalog item.

The requirement is that for particular catalog items, the delegates should not receive approval notifications and they should not be able to approve the request in any way. 

One way to achieve this is to modify the OOB ACLs and notifications.

My Question, has anyone explored the granular delegation plugin, I have tried to create a rule and selected the condition that on request item table the approval should only get triggered when the item isNOT "Order a Laptop".

But still its trigger approval notifications to delegates and the delegates are able to approve the requests by going into the record.

Please let me know if any one has used granular delegation rules for exclusion purposes
