What is the use of impact and urgency and risk assessment in change management?

What is the use of impact and urgency within CM while we have the risk assessment questions are covering the impact and urgency, and if i have to have all of the 3 factors how to use them to calculate the Change priority?

I just checked on an OOB instance and the urgency field is there (inherited from 'task') but OOB not visible on the form.

The question is what you think would be the added value of using all. Impact is related to the services the Change is related to, urgency isn't used (OOB) and your risk assessment takes care of everything (includes impact in assessing). Why would you want to make it even bigger? What would be the added value?
