How can I search the knowledge from the virtual agent without using the topic?

I would like the virtual agent to look for articles on the knowledge base based the sentence written by the end user. The virtual agent must display those articles without the use of a topic.

How can I do it?

You can update the fallback topic, i added the contextual search topic block in fallback topic

I did same but it's not working.

It directly goes goes to topic not found message.

This can normally be done with the out-of-box Search Fallback Topic. What's the reasoning for the requirement to not use a topic? 

The customer wants the user to interact with the virtual agent without having to start a topic.

Is it possible to do this? if yes, how could i solve?
