Virtual Agent - Survey is not getting triggered if the live agent is not accepting the interaction

Hi Team,
Configured the survey on post chat condition, however in case of
1. agents not logged in - system is triggering the survey
2. agents logged in system and available but not accepted the chat interaction - in this case system is not sending any survey
could you let us know on how to trigger the survey if live agents not accepting the interaction (use case 2)?
