How to delay the notificcation to trigger little bit delay in servicenow

Hi ,
I have one flow designer which is triggering the noification when state is closed incomplete and in this we have one one more condition added like if close notes is "No response from user" However we have one general notification(TEST1) which is configured in the notifications it trigger when the state is same closed incomplete so it's like a duplicate notifications so I want to exclude the general notification (TEST1) for this one I put the conditions like state is closed incomplete and close notes does not contain "No response from user" but it still triggering the duplications because General notification(TEST1) is trigerring fast than flow designer notification that's the reason it is not able to pick that conditions so How can we delay the General notification here ?
