insufficient permission to add subflow

I am trying to add a sub-flow to my flow but it is greyed out and upon hovering i see this message. What does it mean and how to sort this ?

It is a known Problem that Servicenow is working on , 

as a workaround scroll down to the bottom of the flow try add a subflow. Now if we scroll up and add the subflow where we want to, the issue is occurring anymore.

I ran into this issue yesterday as well.  However, scrolling around and trying to add a Subflow elsewhere did not help.  I had to get the system admin to remove and re-add my admin privileges as well as my flow_designer role.  Once that had been done, and enough time was allowed for propagation through the system everything started working again.  This seems to be some odd caching issue.
