how to restrict access credentials to only 1 API or to only 1 table

Since API access policies allows us to configure the access to table API or other types for GET, POST, versions n all. it does not let us restrict the credentials for only 1 API or 1 table.

I want to restrict the oauth credentials to only to https://<instancename>.service-now.com/api/global/em/jsonv2

if the user tries to access other table APIs like /api/now/table/incident  then it should not allow them. 

Since API documentation is good, users are exploring themself with credentials given for different purposes. objective is to stop it. Any ideas how to do it ?
