App Engine studio License / roles

Can someone tell me for Apps using App engine, how will you give fulfiller role. Is it just assigning app engine license or a new role is needed?  I would like to understand how will we ensure users of one app do not have access to another app

Applications created will require role(s) to access the application, it's artifacts, tables etc.

Those Roles will be given to Users and depending on what the role can do - those users will consume a License (Fulfiller, Business Stakeholder or Requester).

Fulfiller is not "one" role, it can be ANY role you create - depending on what the role can do.

So to give access to  App Engine studio what role do we give to user ? For creating their own apps?
