Menu and SubMenu ALL

I want to place one menu below the other as shown in the figure below, menu and sub menu in my ALL.

Hi, your post doesn't make your issue\problem very clear, but this is OOB functionality that utilizes Application menu and menu module.
The primary menu items are application menu's

/nav_to.do?uri=sys_app_application.do?sys_id=08771d0cc0a8016401f604303b94b999

Each menu can have multiple child modules.

/sys_app_module_list.do?sysparm_query=application%3D08771d0cc0a8016401f604303b94b999%5E&sysparm_view=

You can rearrange the order of these modules within the application using the module 'order' field, and
