Query Regarding Moving Scoped Application Without Subscription Mapping

Hi Team,
I hope you are doing well.
I am currently working on moving a custom scoped application from our Dev instance to the Test instance in ServiceNow. I followed the standard approach by publishing the application to the Application Repository and then attempting to install it on the Test instance.
However, during installation, I am encountering a prompt stating that the application is not mapped to any product subscription, and it requires mapping in the Custom Application Inventory in a production environment.
I would like your guidance on the following:
- Is it mandatory to have a subscription mapping for installing a custom scoped application from the Application Repository?
- Are there any alternative approaches to move the application between instances without requiring a subscription (for example, update sets or XML export/import)?
- If subscription mapping is required, could you please clarify the correct process to complete this step?
Any suggestions or best practices for handling this scenario would be greatly appreciated.

yes this is expected behavior from Quebec instance
Custom Application needs to be mapped to subscription
You can select any one and it will have no impact
OR
Migrate using update set approach
