Set up notifications in workspace utility settings - checkbox not available

I need to Set up notifications in workspace so that the client can able to see the notifications in the workspace itself. I referred the below document to activate the notification checkbox. Please help.

P.S: It is a custom workspace, servicenow release version: Vancouver
