show a circle icon based on condtion in list view

this is an existing  column of a table, 
I want to add this kind of colored circle based on a condition on my list view, how can I do it

That is style in SN. You can  proceed as per the condition.

You can do this with field styles.

See the caller_id on the incident table - how VIP icon has been confifigured .

Same way update your planned end date with your custom image and update CSS accordingly.

in native list view these are applied via field styles

It's easy to configure and there are lot of OOTB field styles for Date/Time field
