We plan to create a portal page with UI Builder.
In the portal, I would like to display Next Experience's “Favorites” as a pull-down menu.
The “favorite” is “sys_ui_bookmark”, but I can't set it properly in the pull-down menu.
I would like to know how to solve this problem.

Unfortuately, it's not possible.
There are 2 diffrent things here, UI builder and Portal.UI Builder is ServiceNow's web user interface page builder for agent and fulfiller experiences and Service Portal is ServiceNow’s web user interface portal builder for requester experiences.
If your app does not follow the standard requester/fulfiller model you can use the rest of the chart to determine which tool to use to build your experience.
