What could be the reasons why the subscription for App Engine Enterprise - Fulfiller User has not been updated to the latest data? How can I resolve?

Means the number of subscriptions purchased does not match the actual number of subscriptions currently required. It hasn't been updated, I think. why and how should this be resolved?
